Summer in northern Spain?

Although I know Andalusia obtains almost all tourism during the summer, I have a desire to travel to a city Spanish northern Santander, Oviedo and Gijón. Is there still a lot of tourism here so that I would meet people in classes Spanish? Or is it empty because of the migration to the lowlands, where there are beach areas? What is the summer in northern Spain?

I live near Bilbao in the Basque Country. Summers are great in the north. Temperatures seldom go above 27 degrees and there is plenty to do: beach, surf, food (known their tapas), nature, mountains, etc. is very similar and Santander will have much fun there. I'm not so sure of Oviedo and Gijón, which as far as I can remember are of a more industrial and less service-oriented (at least in Gijón). It is also not far from France so you can make a day trip Sarkozy to visit. If you like more heat in the summer go south / Mediterranean. There are plenty of places where you can study Spanish in major cities. As for people leaving the cities. That happens everywhere. People leave the big cities in summer and tend to gravitate toward small towns and beach resorts. Norther Spain has many smaller cities and is on the coast so there are tons of coastal towns. I think he'll enjoy the journey and be a little different the "typical" Spanish holiday to Seville.
