Walks Andalucia

Questions about San Juan?
We're going to San Juan in November and I'm looking at hotels and a bit confused about what area to stay in. We are not looking to spend a fortune but I will not stay in a trash hole either. We have seen Andalucia Guest House and At Wind Chimes Inn (only 4 people so we're a bit hesitant) I do not know whether to stay in the area of Isla Verde and Ocean Park Area or County area. I would like to be within walking distance of the beach, shops and places to eat. We rented a car so we can go to the forest, Old San Juan and explore the rest of the island without taking a taxi or bus. Also someone has ever been to Vieques? We go there from 21 to 23 to go to the bioluminescent bay and we are looking for a nice but affordable place to stay there too and no tips. Also, if anyone may recommend other things to in San Juan that would be great too. Thank you so much for your help!
OK, let tell you a little about the neighborhoods San Juan: Isla Verde tourist friendly, with a lovely beach, great hotels, restaurants, casinos and nightclubs COUNTY: nice tourist and residential / Area business, with a lovely beach, hotels, villas, restaurants, nightlife and upscale shopping OCEAN PARK: pleasant residential area with few tourists, small beach, inns OLD SAN JUAN restaurants: govt area historical sites, residential and tons of tourists, small hotels and inns, bars and pubs, restaurants, shopping, beach n If you rent a car that can go anywhere you want but it might be better to take a few minutes by bus when you want to see Old San Juan because it is very tight, with traffic driving sometimes not allowed. Also you should try to get a rental car from a place that enjoys a Fajardo too, so you can leave youre the car for 2 days in Vieques and do not get charged. You can take the car in a special ferry to Vieques, but do not know how safe it is to do that. The jungle is a good trip if you have extra time can also go to the caves of Camuy and Arecibo Telescope in 1 trip. And while in San Juan you can drive to the ferry and take it to CataƱo and go to the factory Bacardi Tour.
